In a large-scale disaster, emergency responders, and those who are managing the response effort, must quickly assess the situation and plan appropriate actions. In other words, emergency responders and managers must be able to improvise.

Despite how the term is usually used, "improvisation" does not imply acting without planning or forethought; it is better thought of as planning and acting almost simultaneously. To do this successfully requires extensive training, planning, and practice. This paper discusses how training for improvisation might be incorporated into emergency management training.
